the Council’s consultants’ interpretation of the Preliminary Regional
Landfill Site Selection (PRLSS) criteria. All sites were initially examined
with reference to the PRLSS criteria.
A "new" matrix was later adopted by council. Previously discarded sites were not assessed against the new altered matrix..
